树立创新意识,集中统一领导,坚持系统管理,增强用户观念。
Establish innovation awareness, exercise centralized and unified leadership, keep up system management and strengthen the idea to give more consideration to users.
(1) 按照目标管理法施工,实施项目经理责任制、岗位技术负责制、成本核算制和现场管理规范化。
(1) Execute construction according to the Management by Objective (MBO), carry out project manager responsibility system, in-service technology responsibility system, cost accounting system and the standardization of site management.
(2) 贯彻ISO9000系列标准,坚持全面质量管理,建立、健全、完善质量管理体系和工程质量保证体系,并保持有效运行。
(2) Carry out ISO9000 series standard, stick with the overall quality control, establish, improve and complete the quality management system and project quality guarantee system and keep them in effective operation.
(3) 发扬公司精神,坚持公司质量方针,严格执行公司颁布的质量体系文件,全面履行工程承包合同,优质、高速、安全、文明地组织施工,确保工程质量合格。
(3) Promote the corporate spirit, insist on the corporate quality principle, strictly execute the quality system document issued by the company, make full performance of the engineering contract, organize construction aiming at high quality, fast speed, safety and civilization, and ensure the project is well qualified.

Conform to the contract, execute strict control in terms of quality, safety, project duration and cost, and fulfill the project task in a high-quality and high-efficiency way.

5、 各部门职责
5. Responsibilities of Every Department
项目管理部
Project Management Department
(1) 负责各项目协调管理工作,包括与公司内部各专业间、部门间的协作,保证施工用物料的及时组织供应、技术支持、质量安全监督等的顺利开展;
(1)Be responsible for the coordination and management work of every project, including the cooperation with every specialty and department within the company, ensure the smooth operation of the timely arrangement and supply, technical support and quality safety supervision of the materials used in construction.
(2) 定期向主管经理汇报,保证对工程质量、安全进度的有效控制;
(2) Make regular report to the project manager, and ensure the effective control of project quality and safety progress;
(3) 参与公司组织的与项目相关的合同变更评审工作;
(3) Participate in the evaluation work about the contract modification related to the project organized by the company;
(4) 负责工程计划、进度的统计工作;
(4) Take charge of making statistics about the project plans and progress;
(5) 负责工程款项结算及项目成本管理工作。
(5) Be responsible for payment settlement of the project and project cost management.
项目经理部
Project Manager Department
严格按照公司的《项目管理办法》进行管理,以科学管理、高效工作为原则,确保机构职能齐全、管理规范,使得整个施工过程始终处于受控状态,并确保优质、高效完成工程,其主要功能如下所述。
Implement management strictly in accordance with the corporate Project Management Method, with scientific management and high-efficiency work as the principle, ensure that the functions are complete the management is standard in the organizations, so that the whole construction process is kept in a controlled state, and ensure the project is completed in a high-quality and high-efficiency way. The main functions are described as follows.
(1) 围绕工程项目,全面地对工程项目合同以及施工全过程进行管理;
(1) With the engineering project, implement the overall management of the engineering project contract and the whole construction process.
(2) 通过计划、组织、协调、控制等手段以及生产诸要素的优化配置和动态管理,确保项目合同目标的实现。并调动一切积极因素,采取一切可用的手段,满足建设方对工期的要求;
(2) Ensure that the objective in the project contract is achieved through planning, organization, coordination and control as well as the optimal allocation and dynamic management of all the production factors. Besides, bring all positive factors into full play and take every possible measure to meet the requirements of the project duration proposed by the construction unit.
(3) 负责处理项目的内外部关系;
(3) Be responsible for dealing with the internal and external relations for the project;
(4) 支持质量检验人员行使质量否决权;
(4) Support the quality inspector to exercise the veto over quality;
(5) 对工程安全进行宏观控制管理。
(5) Execute the macro control management of the engineering safety
