The Employer¡¯s Requirements 业主要求
6.1.  6.1.
Introduction 概况
The Government of the Republic of Cameroon has applied for a loan from the Chinese infrastructure financing institution (EXIM Bank) to finance the construction of the Yaound¨¦-DoualaMotorway Project.  喀麦隆共和国政府已向中国基础设施融资机构(中国进出口银行)申请贷款,作为雅温德-杜阿拉高速公路项目建设资金。
This project will be undertaken as a Design & Build Contract witha design and construction period of 60 months. 本项目将以设计建造合同的形式进行,设计与施工期限为60个月。
The Works will include all field works, detailed engineering design and construction a notmore than 68.3km Motorway started from NkolbissonInterchange to S¨¦p¨¦Junctiononthe P10 Road which is about 9 km from Boumnyebel,and also the9km link linefrom S¨¦p¨¦toBoumnyebel is included. 工程包括一条不超过68.3公里高速公路的所有现场工程、具体工程设计以及施工,从恩格毕松立体交叉道起,到P10公路上的塞佩交叉口(距离布姆尼埃贝尔 9公里),也包括从塞佩到布姆尼埃贝尔的9公里连接线公路)。
Broadly the Design-Builder shall: 概括地讲,设计建造商应:
a) Undertake topographical surveys; 进行地形测量;
b) Prepare a detailed engineering design for the selected alignment for the proposed road; 针对拟建道路选定的线形,制定具体的工程设计。
c) Undertake construction of the agreed road works and prepare as built drawings; 针对协定的道路进行施工,并准备竣工图纸;
d) Seek for review, comment and approval of (a) to (c) above, by the Employer as the Works proceed. 随着工程的进行,针对上述(a)项到(c)项,向业主寻求审核、评论与审批。
6.1.1 PROJECT DESCRIPTION 6.1.1 项目描述
The proposed New Yaound¨¦-DoualaMotorway is consistent with the recommendations and objectives of the Master Plan of the Ministry of Public Works of Cameroon (MINTP) by providing an efficient mass transit route between two vital cities in Cameroon.  拟建的雅温德-杜阿拉高速公路符合喀麦隆公共工程部(MINTP)总体规划的建议与目标,为喀麦隆两大重要城市之间提供高效的公共交通道路。
This project forms a crucial part of Government¡¯s long terms objective of becoming an emerging country in the year 2035.   该项目是喀麦隆政府为在2035年成为新兴崛起国家的长期目标的重要组成部分。

The provided Feasibility Study Report April 2011 versionconveys the general intent of the Project.  所提供的2011年4月版《可行性研究报告》表述了本项目的一般意图。

The project is located in Center and Littoral region of Cameroon, starting from Yaound¨¦ the capital city to Douala the economical city.  本项目位于喀麦隆中央大区与滨海大区,自雅温德(首都)至杜阿拉(经济城市)。
The project has been divided by the Government into threephases;  本项目被喀麦隆政府划分为三期进行。

The development of the first Phase will comprise construction ofa 4¨Clane dual carriageway ofabout 68.3 km road connecting Nkolbisson Interchangewith S¨¦p¨¦Junction which is 9 km away from Boumnyebel;the 9 km upgrading link road connectingS¨¦p¨¦ with Boumnyebel at the existing Yaound¨¦-Douala Road;  一期工程将包括:建设一条约68.3公里长的4车道双行道,连接恩格毕松立体交叉道与塞佩交叉口(距离布姆尼埃贝尔9公里);通过9公里的升级改造连接线公路,塞佩与布姆尼埃贝尔在现有的雅温德-杜阿拉公路上相连接;

YAOUNDE-DOUALA MOTORWAY PHASE I: 雅温德-杜阿拉一期高速公路:
(1) Main Section (K0~K68+300)shall be performed in accordance with Motorway Standard, with 24.5m roadway width and 100km/h Design Speed.With safety and road equipment, bridges, culverts and drainagefacilities. (1)主干道(K0~K68+300)应根据高速公路标准建设,路宽24.5米,设计车速100km/h。并配备安全与道路设备、桥梁、涵洞以及排水设施。

The linking road from S¨¦p¨¦ Junction toBoumnyebel shall be surface treatment.  从塞佩到布姆尼埃贝尔的连接线公路应进行路面处理。
The width shall be the same as the existing highway between Yaound¨¦ and Douala. 路宽应与现有的雅温德-杜阿拉高速公路相同。

The design work shall be performed in accordance with the following Chinese standards, specification or Reference Documents.  应根据下列中国标准、规范或参考文件开展设计工作。
If a specific standard, specification or Reference document is not listed herein, the Engineer shall identify the pertinent standard, specification or Reference Document to the Design-Builder.  如果某项具体标准、规范 或参考文件未列在本文中,业主工程师应为设计建造商界定相关标准、规范或参考文件。
Minimum design standards of criteria can only be utilized upon approval of the Employer.  只有经过业主批准,方可使用相关标准的最低设计标准。

Where the aforesaid codes, standards and specifications are silent on any aspect, the following standards in order of preference shall be adopted, unless otherwise directed by the Engineer:  若某些地方前述规范、标准在任何方面没有涉及,应根据优先次序选用下列标准(除非业主工程师另有指示):

The Employer review period commences upon the Engineerreceipt of the valid submittal or re-submittal and terminates upon the transmittal of the submittal back to the Design-Builder.  业主评审期自业主工程师接收有效提交项或再次提交项开始,在将提交项交回设计建造商时结束。

In case the Design-Builder outsources the design task to a professional design firm, the firm to render these services shall not be affiliated with the Engineer.  若设计建造商将设计工作外包给某家专业设计公司,提供此类服务的该公司不应与业主工程师。

MEETINGS AND PROGRESS REPORTING 会议与进度报告
The Design-Builder shall anticipate periodic meetings with the EmployerPersonnel and other bodies as required for resolution of design and/or construction issues.  设计建造商应计划与业主人员或其它团体进行定期会议,用于解决设计和/或施工问题。
During construction, the Engineer shall meet with the Design-Builder on a weekly basis and provide a one-week look ahead for activities to be performed during the coming week.  施工期间,业主工程师应与设计建造商每周举行一次会议,并计划下一周应执行的工作。

The Design-Builder shall conduct all work necessary to meet the requirements associated with land surveying and survey mapping, including horizontal and vertical control surveys, topographic surveys, right-of-way surveys, bridge surveys, utility surveys, design surveys, construction surveys, as-built surveys, and all other land surveying services necessary to complete the Project in an accurate, neat, and timely fashion. 设计建造商应开展一切必要的工作来满足土地测量与测绘相关要求,包括水平与垂直控制测量、地形测量、用地测量、桥梁测量、公共设施测量、设计测量、施工测量、竣工测量以及一切其它必要的土地测量服务,以便于准确、整洁、及时地完成项目。

This is not a comprehensive list and other publications may be required to complete all design and construction elements.  该表并非包罗一切,为完成所有的设计与施工工作,可能也要求参考其它出版物。

If a specific standard, specification or Reference document is not listed herein, the Engineer shall identify the pertinent standard, specification or Reference Document to the Design-Builder. 如果某项具体标准、规范 或参考文件未列在本文中,业主工程师应为设计建造商界定相关标准、规范或参考文件。
Conflicts and PriorityIf there is any conflict between different standards, the Mandatory Standard indicated in the contract shall prevail. 冲突与优先度:如果不同的标准之间有任何冲突,应以本合同中的强制性标准为准。

The Design-Builder shall designate a Survey Manager for the project.  设计建造商应为本项目指派一位测量经理。
The Survey Manager shall manage all survey activities associated with the project and shall be responsible for directing and reviewing all survey work and be the point of contact for all survey activities.  测量经理应管理与本项目相关的所有测量工作,并应负责知道并审核所有的测量工作,且应成为所有测量工作的联系人。

The Design-Builder shall carry out detailed ground survey along the length of the proposed project road using the most up-to-date surveying equipment such as total station, GPS, GPS-RTK to examine the road alignment and cross section and any bridge sites and culvert sites that are considered necessary to complete the detailed design and the estimation of quantities. 设计建造商应沿着拟建道路长度方向开展具体的地面测量,使用最现代的测量设备如全站仪、GPS,GPS-RTK,从而检查被认为有必要的道路的线形、横断面以及任何的桥梁现场与涵洞现场,以便完成详细设计并估算工程量。
All topographical surveys undertaken by the Design-Builder shall be to acceptable international standards for such works, and after approval by the Engineer, shall be recorded in standard or electronic survey field books, which shall become the property of the Employer. 设计建造商所进行的所有地形测量应符合该类工作相关的可接受的国际标准,在业主工程师批准之后,应记录在标准或电子版测量现场手册中,该手册所有权应归业主。

The Design-Builder shall be responsible for all survey necessary to complete the work.  设计建造商应负责为完成工程而必需的所有测量。
All survey control data, calculations, surveying and measuring required for setting and maintaining the necessary lines and grades shall be the Design-Builder¡¯s responsibility. 为建立与保持必要的轴线与地坪标高而需要的所有测量控制数据、计算、测量与丈量均应属于设计建造商的责任。
Detailed survey records shall be maintained, including a description of the work performed on each shift, the methods utilized and control points used.  应保持详细的测量记录,包括各个班组所开展工作的描述、使用的方法以及使用的控制点。
The record shall be adequate to allow the survey to be reproduced.  记录应足够充分,以便测量能够被复制。

The Survey Manager shall provide a copy of each day¡¯s record to the Employer's Representative when requested within three calendar days after the end of the shift.  一经要求,测量经理应在该工作班结束之后3个日历日内向业主代表提供一份每日记录。

(b) Set stakes for construction limits, right-of-way, drainage items, slopes, pavement structure, embankment and subgrade controls, bridge control points for vertical and horizontal alignment of all components, and any other stakes necessary to control lines and grades 为施工界限、道路用地、排水组件、路面机构、路堤与路基控制点、桥梁控制点放样,涵盖所有组件的垂直与水平线形,并做任何其它放样以便控制轴线与地坪标高。

(d) Run level circuits to verify benchmarks the full length of the road construction project.  使用水准闭合环确认道路施工项目全长的水准点。

The Employer will carry out the necessary investigations to identify the locations of all existing public utilities within the road reservation and be responsible for relocating or removing all the utilities in associated with relevant authorities and making payment for any associated compensation prior to commencement of the physical Works. 业主应开展必要的调查以界定保留道路范围内所有先存公共设施,并负责协助相关主管机构迁移或移除所有公共设施,且在实质性工程开始之前就针对一切相关补偿费用进行付款。
When any public utilities encountered during the construction of the works, the Design-Builder shall promptly notify the Employer, and the Employer will arrange the relocation or removal of utilities with the relevant authorities and make payment for any associated compensation after receiving the notification from the Design-Builder.  在工程施工期间,当遇到任何公共设施时,设计建造商应立即通知业主,在收到设计建造商通知后,业主将会与相关主管机构安排迁移或移除此类公共设施并针对一切相关补偿费用进行付款。

6.5.4.2 Horizontal Alignment 6.5.4.2 水平线形
(a) The design should follow the horizontal alignment provided in the Appendix to this contract as concept design unless modification is requested by the design-builder and approved by the Employer.  设计应依据本合同附录所列线形进行概念设计,除非设计建造商要求修改并经过业主批准。
The following general principles shall be kept in view while designing the horizontal alignment:  设计水平线形时,应考虑到下列一般原则:
i.  
Alignment should be fluent and blend well with the surrounding topography.  线形应流畅并与周围地形良好相融。
ii.  
The curves should be designed to have largest practical radius but in no case less than ruling value corresponding to ruling design speed  曲线应设计为具有最大实用半径,但是不得低于规定设计速度相关的规定值。
iii.  
The curves shall be sufficiently long and have suitable transitions to provide pleasing appearance.  曲线应足够长且有合适的过渡从而令外形美观。
iv.  
To avoid distortion in appearance, the horizontal alignment should be coordinated carefully with the longitudinal profile.  应避免外形扭曲,应仔细地令水平路形与纵向剖面相协调。
(b)  All horizontal curves shall consist of circular portion flanked by spiral transitions at both ends.  所有的水平曲线应由圆形部分构成,两端均有缓和曲线。
(c)  Radii of Horizontal Curves  水平曲线的半径
The radius of horizontal curves shall not be less than the ruling minimum values as per Table6.5.3. 水平曲线的半径不应小于表6.5.3中规定最小值。
(d) Transition curves  过渡曲线
Minimum length of transition curve shall be as per Table 6.5.3for the specified design speed. 过渡曲线的最小长度应根据表6.5.3与具体设计速度相应。

The design-builder shall use the design flood frequency of subgrade with design frequency of 1/100. 设计建造商所使用的路基设计洪水频率,应为设计频率1/100.

The maximum longitudinal gradient of Motorway shall be as provided in this contract, Table6.5.3. 高速公路的最大纵向坡度应根据本合同表6.5.3的规定。
iii.  
The longitudinal gradient in cut shall be not less than 0.3%.  挖坡度应不低于0.3%.
iv.  
The minimum length of the longitudinal gradient of the Motorway shall be 250 meter. 高速公路纵向坡度的最大长度应为250米。
v.  
The maximum length of the longitudinal gradient of the Motorway shall be as provided in this contract, Table6.5.3. 高速公路的最大纵向坡度长度应根据本合同表6.5.3的规定。

Side slopes shall be in accordance with the Mandatory Standards in Table 6.5.1 Mandatory Standards for Roadways.  边坡应根据表 6.5.1 用于道路的强制性标准中所列的强制性标准。
Side slopes shall be summarized in a side slope table on the construction drawings, and shall identify the baseline, station range, and side slope applied.  边坡应在施工图中归纳为边坡表,并应界定所应用的基线、站范围以及边坡度。

The Design-Builder shall design and construct pavement sections for all roadways in accordance with the requirements of this section, including reference sections and publications, performance requirements, design and construction criteria.  设计建造商应根据本节要求开展路面设计与施工,包括参考相关章节与出版物、工作绩效要求、以及设计与施工标准。
The design shall include the design of shoulder. 设计应包括路肩的设计。

Conflicts and priority:  冲突与优先度

Pavement Report 路面报告
A draft pavement report shall be submitted, detailing the pavement design, for approval to the Engineer prior to any pavement operation.  应提交一份路面报告初稿,详细说明路面设计,以便在任何路面作业前供业主工程师审批。

The investigation work shall be carried out as set out in the standards and references.  应根据所列标准与参考而开展调查工作。

The Design-Builder shall submit the plan for the investigation to the Engineer for review and comment prior to start-up of any of the investigation work and subsequent pavement construction operation.   在开始任何调查工作以及后续路面施工作业之前,设计建造商应向业主工程师提交调查方案供其审核与评价。

ENVIRONMENTAL 环境

The Design-Builder shall first try to avoid impacts to environmental resources, the community, and historic, cultural, and archaeological resources.  设计建造商应首先努力避免影响影响环境资源、社区以及立式、文化与考古资源。
If impacts are unavoidable, the Design-Builder shall make every effort to minimize the unavoidable impacts. 若影响不可避免,设计建造商应尽一切努力将不可避免的影响最小化。
The Design-Builder shall foster good relationships with Ministry, regional, and local agencies, and local stakeholders by ensuring that the commitments the Employer has made are reflected in the project¡¯s final design and fulfilled during construction.  设计建造商应确保业主所做的承诺能在项目最终设计中反映并在施工过程中实现,从而与喀麦隆部级、区级与当地机构与当地利益相关方培养良好的关系。
The Design-Builder shall accomplish this by meeting all environmental requirements listed in the contract.  为了实现这一目标,设计建造商应满足合同所列的所有环境要求。

General STD and HIV/AIDS Alleviation Campaign 一般性传播疾病与艾滋病减缓工作
6.8.1 SCOPE 6.8.1 范围
This section covers matters, which relate to the General STD and HIV/AIDS alleviation measures to be undertaken by the Design-Builder to all the workers and the community along the road corridor.  本节包含的内容,涉及建造设计商对所有员工以及公路廊道沿线社区而实施的一般性传播疾病与艾滋病减缓措施。
For this purpose the Design-Builder shall assign a specialist Sub-Contractor who can carry out the above services and have experience of at least three (3) years in the last five years working in a community in collaboration with the Community and local organization on HIV/AIDS.  为达到此目的,设计建造商应委派专业分包商,该分包商应能够提供上述服务并在过去5年中有至少三(3)年的经验与社区以及当地组织进行减缓艾滋病方面的合作。
The experience and qualification of the sub-contractor shall be approved by the Engineer/ the Employer prior to assigning him to the Work.   在委派该分包商参与项目前,该分包商的经验与资质应先经过业主工程师/业主的审批。
6.8.2 PERFORMANCE REQUIREMENTS 6.8.2 工作绩效要求
(i) The Design-Builder is expected to carry out knowledge Attitude and practice (KAP) on the current status of HIV/AIDS epidemic in the project road areas including the project influenced areas.  设计建造商,应在项目道路区域(包括项目影响区域),就当前艾滋病传播状况开展认识、态度、行为(KAP)方面的调查。
The target population of the project shall include all the workers and the community along the road corridor.   项目目标人群应包括公路廊道沿线的所有工作人员以及社区。
Based on the KAP survey finding the Design-Builder shall revise the action plan and implement after the approval of the client. 根据KAP调查结果,设计建造商应在业主审批后修订行动方案并付诸实施。
(ii) The Design-Builder shall prepare an action plan for the period of the service, management and monitoring plans.   设计建造商应制定服务期间行动方案以及管理与监控方案。
A detailed plan shall be prepared to monitor the implementation of the HIV/AIDS prevention and control activities and the impacts of the proposed roadwork during construction and after completion.  应制定具体方案,监控艾滋病预防控制工作的开展以及拟建道路在施工期间以及竣工后的影响。
The Design-Builder should define a few indicators of prevention and control performance activities that can be monitored on a regular basis and also indicate the different eligible stakeholders in place to monitor the activities 设计建造商应规定几个预防控制绩效工作指标,此类指标应能定期监控,并能指明能够参与监控工作的不同的、合格的利益相关方。
(iii) The Design-Builder shall submit activity focused budget break down and result focused proposal as well as to be ready to hand over activities to the target to assure sustainability. 设计建造商应提交围绕工作的预算明细、围绕结果的建议、并能够实现工作目标以确保可持续发展。
(iv) The Design-Builder shall implement the STD and HIV/AIDS alleviation measures at the project campsites and those communities along the road corridor based on the Government strategic plan. 设计建造商应根据政府的战略计划,在项目营地以及公路廊道沿线社区实施性传播疾病与艾滋病减缓措施。
(v) The Design-Builder shall work on awareness raising activities, establish and train peer educators & Anti - AIDS Committees based on the number of the beneficiaries. 设计建造商应开展意识提高活动,根据受惠者的人数建立并培训同伴教育者以及防艾滋病委员会。
The Design-Builder shall provide information, education and communication (IEC) campaign about HIV/AIDS and STD to the project staff and the host communities (communities with the road influenced zones) at convenient places, for instance, a Base camp, Satellite camp etc.,  设计建造商应在方便的地方(如大本营、外围营地等),为项目员工以及所在地社区(受道路影响的社区)举办信息教育与交流(IEC)活动
at least every two months.  至少每两个月一次。
The Design-Builder shall also put posters, dispatches leaflets and pamphlets.  设计建造商也应张贴海报、派发传单与小册子。
The pamphlets, leaflets and brochures shall be prepared in the respective project roads area community language (i.e. widely spoken language) for easy communication and information sharing.  小册子、传单与手册等均应使用项目公路沿线区域社区的语言来编写(即广泛使用的语言)以便于沟通与分享信息。
In occasions of IEC campaigns on HIV/AIDS to the roads communities, the Design-Builder shall take the opportunities to undertake sensitization of the community on environment and road safety issues to ensure sustainability. 在道路沿线社区举办信息教育与交流活动时,设计建造商应借此机会在社区普及环境与道路安全事宜以确保可持续发展。
(a) The Design-Builder shall give Voluntary Counseling to the beneficiaries and establish  referral system with nearest Governmental and Non-Governmental health institutions  and shall pay for voluntary counseling and Testing Services and pay for treatment of opportunistic infections.  设计建造商应为受惠者提供自愿咨询服务,并与就近当地政府与非政府医疗机构建立转介系统,且应为自愿咨询、检测服务以及随机感染治疗付费。
(b) The Design-Builder shall establish network with health institutions (local Government, NGOs, Community Based Organizations, Faith Based Organization, Association, etc.)  设计建造商应与医疗机构(如当地政府、非政府组织、社区组织、宗教组织、协会等)建立合作网络
working on HIV/AIDS.  联手开展减缓艾滋病工作。
(c) The Design-Builder shall make available at least 100 condoms per year for each members of the above construction staff and the host community.  设计建造商应为上述施工人员以及所在社区至少准备每人每年100个安全套。
The condoms shall be of the male and female types, which shall be provided in accordance with gender of the recipient .The condoms shall comply with the respective current WHO/UN AIDS specification and guidelines.  安全套应分为男用与女用,应根据接受者的性别而提供。安全套应符合相关的当前世界卫生组织/联合国艾滋病规范与指南。
(d) For care and support/nutritional supplement/not less than 200 birr per month for each worker living with HIV/AIDS has to be included in the project action plan. 对于感染艾滋病的工人,为了关爱与支持/补充营养/,每人每月应发放不少于200比尔(货币单位)的补贴,并应纳入项目行动方案中。
(e) The Design-Builder, in collaboration with the Engineer, shall celebrate the ¡®¡¯World HIV/AIDS Day¡¯¡¯ on December 1 every year and prepare and incorporate all activities carried out on this day in a monthly or quarterly report.  设计建造商应与业主工程师合作,庆祝每年的12月1日的世界艾滋病日,准备并组织相关活动,要求在每月或每个季度报告中汇报活动进展情况。
(f) The Design-Builder shall prepare monthly and quarterly reports and submit to the Engineer and the client based on the format prepared by the client. 设计建造商应按照业主要求的格式制定月度和季度报告,并提交给业主工程师和业主。
(g) The Design-Builder shall closely work with the Engineer and the Employer and shall liaise with the representative of the Regional Health Office and HAPCO.  设计建造商必须应与业主工程师和业主主密切合作,并与当地医疗办公室和海南亚洲太平洋酿酒有限公司代表联络。
